Registering LSVs in Rhode Island - New LSV (Golf Carts)

NOTE: Most DMV Locations Require a Reservation; please book your reservation through the DMV website

What’s Required:

Bill of Sale + Purchase Invoice (Provided by Authorized Dealers):

The signed Bill of Sale for LSV purchases includes critical information such as the Model (“LSV”), VIN#, and Buyer and Dealer Information (with the dealership’s dealer number as required by state guidelines).

⚠️ Buyer Beware: Purchasing from unauthorized dealers or private parties may result in complications when attempting to register your LSV. Ensure you buy from an authorized dealer to avoid restrictions and registration issues.

Sales Tax:
- If the sales tax is collected at the time of purchase, the buyer will not need to pay it again when registering the vehicle at the DMV.
  - DMV Form T-333-1 (Sales or Use Tax Exempt Certification):
    - This form is filled out at the DMV to certify that the sales tax has already been paid.
  - A sales invoice is required to prove the taxes were paid at the initial sale.
  - Invoice Status:
    - The sales invoice provided to the DMV must show that the purchase was paid in full. This is necessary to ensure no additional taxes are due.
  - Financed Purchases:
    - If the vehicle is financed, the financing company’s information will be needed for the DMV registration process.

MCO - Manufacture Certificate Of Origin:

Verify that the MCO matches the cart serial / VIN and includes key elements that define it as an LSV:
- VIN# (Vehicle Identification Number)
- Vehicle type: LSV
- Weight (GVWR), which should be below 3000 lbs
On the back of the MCO, fill in the following information:
- Name of Purchaser(s): Enter the full name of the person or people purchasing the cart.
- Address: Enter the address of the purchaser(s).
- Dealer: Name + Dealer Number – Required
DMV will collect the MCO during registration, and you will receive a title.
- Make a Copy of the MCO for your records.

After completing the form, ensure all required fields are filled out and signed where indicated.
